No matter what happens, they are still supposed to be friends. That's what was missing in this movie. A lot of people think that Iron Man and Cap weren't friends, but they were. As close as Tony lets anyone get to him. I missed that closeness and wish they could have a do-over. :) Maybe that will be coming up in the newest film next year. We'll see.

It's not just that they're childhood friends - Bucky "died" because Steve wasn't fast enough to save him and suffered all the time he was in the ice because it never occurred to Steve that he could have survived that fall. Steve doesn't think entirely rationally where Bucky is concerned. At the beginning of Civil War, he said as much to Wanda - he says he should have seen the bomb, but when Rumolo started talking about Bucky he basically froze.
Tony is in the wrong with the Accords (at the very least, it should have been a negotiation, not a fait accompli) but it's clear throughout that they are still friends. Notice that Iron Man isn't in the first big fight - it's War Machine who ends it and arrests them. The second big fight - the one at the airport - could have been avoided. This is where I started thinking Cap was in the wrong, because he headed into that fight basically because he decided Tony wouldn't believe that there was a threat out there. But he thought that because he believed Bucky, and figured Tony wouldn't. He wasn't willing to compromise at that point. I think Cap was wrong, and everything he did from then onwas based on that wrong assumption. But that doesn't mean they weren't friends.
It was only the last fight, in Siberia, that got really serious. But, Patt, no one is hurt that badly by betrayal unless there's love there to begin with. That they both fought so hard shows how close they were, because it got so broken.
As for a do-over; I think they'll get it. Tony still doesn't know the full story - he might never forgive Bucky but he will forgive Steve when he understands everything. And Steve is too nice a guy not to forgive Tony. I wouldn't, but he will.
